From F4 menu -> Graphic -> Cartoon

I don't know if you like it but it's an option

Maybe some tune more with reshade and it will be better...

Thanks, but I wanted it to be like a cartoon comic and less realistic than in the picture so i will try some settings. Now i found the settings so thank you

I was looking for a better cartoon look and I found something. You have to use reshade. Then download ini collection and use one which is called 3dchat.

You can use comic setting from hook5 menu as well but I didn't see a big diference except a boarder.

I think you should use a filter in a image editing program to properly create it. Reshade and H5 version only gives the special effect, it doesnt really cartoonify the image, it just puts thick borders on everything. Look at the image above, it's not always accurate, and it can make the backgrounds and other objects look worse. Post-editing is essential if you want to actually achieve this. Though the in-game graphics filters can help, I dont even think it's necessary unless you like THAT specific look and that's all you want in-game.

The "grain" post-effect can also be used (with moderation). It's good to emulate the printed paper, or a noisy closed-circuit camera.
