New to Modding/Importing

I am unsure if this is the correct place to put this post, but I was wondering if there are a set of specific programs that are needed to create mods. To be specific, importing models from an external source, such as helmets, or clothing. I'm mostly interesting in importing custom helmets, although I am unsure of the process to start doing it. Any help is appreciated, and I do apologize if there is already a post discussing this topic.

This is kinda the right place for placing the post, to begin with I'd say that in order to import models from any external source and modified for game use the software to go for is Blender, any version superior to 2.7 could do the trick but the most used are Blender 2.79 or Blender 2.8+

For making addons to work with game, once the mesh is ready we use CollaTKane 3.2 developed by Raistin Kane to convert the blender scene into a proper addon

Regarding porting procedures I highly recommend to visit the tutorials section, especifically the Modding Guides section and read the guides in order to get knowledge about the how to mod, you can also visit the "Video Tutorials" section
