    Thanks for the reply.
      Having to depend on users to install TKShellTools wouldn't be practical. Fortunately, I figured out how to change the encoding format when I output the file, so it now outputs to the correct format ("utf8" without "BOM") which ubc.exe supports.

    Hmm. Well, first off, you can't have two copies at the same time. So either delete the extracted folder copy or the zip (I recommend keeping the zipped copy.)
    Assuming both have the same contents, the next thing I'd look for is another conflict. Make sure you don't already have a "Room 350" installed elsewhere.
    Beyond that, the room should appear just fine. 350 is "Modern Villa". If it isn't showing up, try it in an unmodified stock copy of VX (with the latest update.)
