It's mostly the 'Night Stalker' outfit with a few adornments. Not sure who it was by - its items don't get a mention in the addons listings.
The main item -the dress- is R9Dress170. The outfit also includes a strapped bra, panties and boots. Fairly sure I have seen it here but can't find it at the moment.
It might have been in a repack or posted without the name. If you don't have it or have a problem locating it, let me know.
