If you are using Hook5 create a norm,spec and pass for the TV texture if you don't have it. Then paint the area of the TV screen with blue color and enter the corresponding line in the pass file: glow_intensity = 0.6 . The number at the end of this line will determine the brightness of the glow. See picture.

Set teselation of genital on 0 or set teselation body on1. All parts of skin must have the same teselation. You can do it by etiding pass files of skin.
 

As Hoho wrote, it's about DOF, i.e. blurring the plan at which the camera is not directed. You didn't say what kind of hook you are using.
If you have Hook4:
Open the "main" file in the binaries folder with notepad -->Find a line of text "#define DOF_TYPE   1"-->Change  1 to 0 in this line , save. Run the game.
If you have Hook5 basic free:
Open the "main11" file in the binaries folder with notepad-->Find a line of text "iDOFEnable     = 1"-->Change 1 to 0 in this line , save. Run the game.
If you have Hook5 extended unlocked paid:
Run the game-->for example, in the pose editor, press f4 to activate the menu-->select graphics-->DOF-->DOF enable change 1 to 0.

Run TK17 Options Manager -> find the "TK17 VX Base Modifications" section -> check the "Drop Toy in New Pose" box -> click "Go!" That should fix the problem.
