How do i design footwear?

What, tools do I need?

Footwear is half the outfitt..

Design, like "making from scratch" could be done in any 3d modeler application, most people use Blender 2.79b (preferred by the vast community). After you make the footwear mesh you can export it in DAE (collada) file format and use CollaTkane to make it as a game shoes.
