R9 Addon Mod #s?

I know there use to be a thread on Modsgarden where you could go and get a R9 number for your new addons, however I haven't seen one here.  Am I missing it or does it not exist anymore?  If it doesn't exist then how is everyone going about choosing numbers for new addons?

Is there a file I can decode that will list everything currently installed in my game?

I used to maintain the Add-on Lists for a few years on Mods Garden and you can find them here:

However, these lists haven't been updated in a long time, so I bet there are quite a few add-ons missing from them.

In VX there are dynamic IDs now, which mean every modder can choose any name and number as long it is unique.
