It already does, because Lori's position in CICLops is Field Commander. If you've haven't notice, everyone of lower rank to her refers to her as "The Captain", even characters like Mace. And Merian, the current director...differs to Lori on any major combat directives needed to be made. Also, though they'll be shown for the 1st time in upcoming volumes, Lori actually has a team of Auditors who report to her directly, and was also leader of a team that consisted of her, Mace, Lola Richie (Who will also be making her debut to the story soon) and Mia Davidson's deceased husband Trent "Ba-Bomb" Davidson, who was killed by Herrig when he went rogue. As the story expands out and focuses more on the actual conflict between the ALA and CICLops her role as Field Commander will come into play more often.

It really hasn't. That's the purpose of the Revelations arch, to show how things all began before the actual conflict starts. And bare in mind, there's still what's going to start happening in Japan with the impending civil war about to happen due to the presence of Raisha El. There's gonna be a LOT going on soon.
