Unless somebody is willing to make the figure - from scratch - as an addon that replaces the default figure (like some of the horror models that have been produced), there is no way to create a 3ft tall figure in the game.

And that's quite a specific request.  You could try asking in the custom content request thread.

Ah, okay. In that case perhaps you could approach it in parts - I would suggest the first thing you really need is a decent skin (unfortunately I'm no skin creator at all).

Maybe if you try requesting that, the clothing might follow - I'm already thinking of a hat that could work quite well:

You do need to remember though that male clothing is really very limited.
